Johnny Aquarius is inspired by the true events of Charles Hatfield, the American ‘Rainmaker’ who was blamed to have caused massive flooding in the city of San Diego in 1916. This fictional story follows Charlie Aquarius, a rainmaker with unearthly talents who goes around looking to help grateful farmers and saves them from ruin by selling them rain showers.
As Charlie arrives in Las Vegas he meets Lottie, an attractive cocktail waitress who’s intrigued to learn that Charlie is in the business of selling rain. Lottie smells a big jackpot and charms him into staying with her. Having Charlie wrapped around her finger, she secretly consults the biggest and most notorious vulture in town, Harlan Boggs. Since the wager against rain in San Diego is astronomical, the two set up a sting to hoodwink Charlie into making rain to save the city from its yearlong drought. After Charlie provides rain, he is kidnapped in order to prevent him from stopping the rainfall. San Diego experiences the worst flood disaster in history and Charlie is set up to take the fall and subsequently is sentenced to life in prison.
While Charlie suffers in prison, Lottie gives birth to his son, Johnny Aquarius who unhappily grows up with two abusive parents. When Johnny turns six, he is unexpectedly visited by a spacecraft and learns that his father, Charlie was an IPO (Inter-Planetary-Observer) for the planet Dura. The Duranian tell Johnny that they want to take him away in order to prepare him to follow in the footsteps of his father as a new IPO.
Twenty years later, Johnny returns back to Earth fully equipped with all the implanted powers of making rain, invisibility and ‘Timed Memory Erase’. Johnny visits his dying father in prison and vows to pursue the people responsible. His quest leads him back to Las Vegas where Harlan Boggs, once again, sets up sting. But this time the tables have turned and Johnny uses his powers to bring Harlan Boggs to justice.
